Doing flood risk modelling differently: Evaluating the potential for participatory techniques to broaden flood risk management decision‐making

Responsibility for flood risk management (FRM) is increasingly being devolved to a wider set of stakeholders, and effective participation by multiple FRM agencies communities at calls engagement approaches that supplement make the best possible use hydrologic hydraulic modelling. Stakeholder must strike considered balance between ideals pragmatic realities existing mechanisms decision-making. This article evaluates potential using participatory modelling facilitate co-production knowledge modellers, practitioners other stakeholders. Participatory offers an approach flexible versatile, yet sufficiently structured it can support meaningful representation scientific, empirical local knowledges in producing outcomes readily be integrated into procedures shared frames qualities useful FRM, as accessible, transparent, adaptable, evaluative holistic. These are used criteria with which assess practical utility three popular techniques: Bayesian networks, system dynamics fuzzy cognitive mapping. Case studies illustrate how each technique might benefit options appraisal While has potential, none ideal, contexts will guide selection suited deliver stakeholder participation.
